I have tried to move it by draging it down. It will only
come half way down the page then it stops. I can't get
it to the left or right either by dragging...what's up
with that. It is not in the locked position. Thanks Jim
for your speedy answer, do you have any other ideas?

Yes, it is up to date....my husband had he mouse upside
down (so he says) and he click and the task bar went to
the top of the opening page....I have tried to just drag
it down but it only drags to the half way point on the
page and will not go to the bottom, I also cannot drag it
from the top, nor the sides....the task bar is not in the
locked position....It has done this once before and I
can't remember how I fixed it....thanks

OK. Then, is the mouse driver current, too?

Has the mouse been cleaned lately and checked for physical problems. My
mouse was erratic last week, so I turned it over and took out the ball - and
a few hairballs fell out, too. So I took a can of compressed air and
aerated the mouse pretty good, including removing the batteries and spraying
air through it from the top. There were a couple of very fine threads
wrapped tightly around the little rollers that detect movements of the
ball - like on a vacuum cleaner brush after it picks up sewing machine
debris. After I put it back together, the mouse seems to feel - and
behave - much better.

Sorry to put you through all this, but the problem you describe doesn't come
up too often. When it does, the fix is usually something simple - but
easily overlooked.
