When I installed the xp service pack my task bar is now
two rows. The top row has the quick start icons and the
bottom row has the windows. The adjust bars are still
there and the arrows appear but I cannot move it to
reduce the size. Uninstalled the update and back to
normal. reinstalled the update and same thing ??? any
ideas of how to fix this ???

The adjustment bar for a full line Quick Launch bar is not on the same line
as the toolbar. Look closely at the taskbar and you'll see it at the start of
the other line.

Yes I can see it there. When I put the mouse over it I
even get the arrows indicating I should be able to
adjust. But no matter what I do I cannot move that. In
fact, when I first boot up and have no windows open if I
have the quickstart icons up I still get the two lines.

Check that the taskbar is not locked (it probably isn't since you can see
the resizing lines for the toolbar but bears repeating). Pull the resizing
line (the one that is not on the same line as the icons) so that the
toolbar gets shorter. It may still be two lines tall but that's okay. Now
resize the taskbar to a single line.
