I have a blank open program icon that flashes across the task bar every three
or four minutes. What is it, and how can I get rid of it?

What program looks for updates every three or four minutes? Perhaps a
mail SPAM filter program, Gmail, or the like?
 
Elmo - I think your on the right track, some program seems to be accessing
the internet, even when I am not on it. I have no idea what it could be.
Nothing that I have installed.

Maybe malware.. You need to run antispyware, and antivirus checks.
