Your taskbar is NOT locked-as you say. Make sure your not touching the edges
of the task bar as you drag, you need to be in the middle. Widen the taskbar
if its to narrow, then just drag in the direction you want to move it. Its
not like dragging a file icon, because once you start moving in the
direction you want it to move in it will out race the pointer of the mouse.
To move the taskbar
a.. Click an *empty* space on the taskbar, and then hold down the mouse
button as you drag the taskbar to one of the four edges of the desktop. When
the taskbar is where you want it, release the mouse button.
If you still can't move, my first suspect is 3rd party software like
"Pitaschio". There are others, check your 3rd party software setting and see
which one is causing the task bar to lock/or not letting you move it. If it
is Pitaschio you can change its setting from with in the program so it will
not lock your taskbar. You can use system config to narrow down which piece
of 3rd party software is causing your issue.
