Task bar hyperlink differences?

A friend and I both have the latest editions of XP. In "MY Pictures"
pictures task bar on my PC it shows a "copy all items to CD" hyperlink.
My friends list does not have this hyperlink. How does he add that
hyperlink? Please respond direct to (e-mail address removed) THANKS!
 
The options "Copy all items to CD" and "Copy to CD" are missing in the
Common Tasks pane ?:
