task bar hides

my task bar in windows remains black in front of the start icon and all across the screen, hiding the clock/or any open program. How can this be corrected. When I go online, it appears. When I go offline to use desktop, it dissappears. Any help will be much appreciated . Thank you.
 
It is due to a damaged Windows Explorer (explorer.exe). To eliminate the
fault, Explorer needs to be replaced. If turning off the .exe file via the
Task Manager and turning it back on does not work, a new copy can be taken
from the i386 folder. For more details, please read MVP Kelly Theriot's
