Task bar covered by ANY program window opened

Recently re-installed Win2K (Serv Pk4) as the Explorer seemed to be finding
un- warranted errors...Did clean install on my c drive...Upon reinstalling &
opening Microsoft 2003 Office programs (and EVERY program), I can no longer
open any program window completely w/o covering the entire Task & System
bars...What happeened & what do I do NOW??? Please help as I cannot live w/o
task bar! Many thanks for any & all suggestions!

What happems when you drill through

Start/Settings/Taskbar and Start Menu/ and click on "Always on top"?
