Target Frame Problem

Sometimes, when I indicate where I want a target frame to be, FP will not do
it. I've read other posts about checking the case, the default location, etc.
None of that seems to be the problem.

For example, I have 2 links located in a top frame but I want the pages to
open in the main frame. Main is selected as target frame for both but one
keeps opening in the top frame but the other one opens correctly. They both
are configured the same. Can anyone help?
 
Check the page that opens wrong to see if it has a default base target set
