Converting PP to html through 'save as' automatically
defines Target as 'blank' for all hyperlinks. Is there a
setting, somewhere within PP, that will allow me to change
the default from 'blank' to 'self'? (or 'top', etc.)

[Please don't ask why I'm using PP to make web pages.]

Thanks.

Will,
You will need to edit then HTML directly after performing a Save as Web page
using a text editor. There is no switch available to make this happen in
PPT.

There are lots of good reasons. I'm just going to assume you have one of them.
:-)

Depending on your other needs re the final html, you might want to have a look
at http://www.rdpslides.com/ppt2html/

It's a commercial add-in of mine that gives you a great deal more control over
the final HTML than PPT does. Free demo available, by the way.
