TAPI or similair? hat do I need?

Hi!
I would like to develop a kind of an telephone answering machine for my
computer...
This means that I need to figure out how to...

Detect a phone ringing.
Answer the call.
Play wave to phone line.
Record Wave from phone line. (Hopefully to stream)
Hang up.

But the problem is that I have no Idea where to start...
I believe that in vb6 you used a kind of API call called TAPI...
But, how Do I do in vb.net?
Do I really need extra controls?

Anybody who has any free controls or information about how to do this
without controls?
