Take (edit) the dog out!

I have a cute video of my child singing Christmas songs....and our dog in the
far background licking himself (go ahead and laugh!). Is there a way to
"blot out", cut, or somehow cover the dog via Movie Maker? It doesn't have
to be seemless and perfect. I was thinking maybe there is some kind of
decorative or artsy blurry frame that would cover the offending image....or..
whatelse? Any ideas?
