Please clarify what you're asking.

Icons on the Task Bar represent running programs. They appear
when you start a program and disappear when you shut the program
down. Are these what you're asking about?

Also on the Task Bar is the System Notification Area (aka System
Tray), the area near the clock. These also represent running
programs, but typically programs running in the background. Are
these what you're asking about?

Also on the Task Bar (normally) is the Quick Launch Bar. These
icons are shortcuts that can be used to start programs. Are these
what you're asking about?

I am sorry for not being so explicit.
I am referring to Task Bar is the System Notification Area (aka System
Tray), the area near the clock.
There are program running in the background that have icons representing
them.
However, after some reboots, some of them disappear as : HP printers
customizations, some spywares. And I am sure they are running as per Task
Manager Processes.
Eventually after a System Restore, they show up again and without any reason
they
disappear again.
Why they are hide out ?
These are what I am asking about.
Thanks for assistance

Right-clicking on the systray and select "Properties". In the Taskbar
and Startup Menu Properties dialog box, select the Taskbar tab. At the
bottom, make sure the "Hide Inactive Icons" is unchecked. Or you click
on "Customize" to select the behaviour of individual icons.
