You can do it in winamp, anyway you can also use

The inborn tools
use http://www.vorbis.com/files/1.0/windows/vorbis-tools-1.0-win32.zip

Commandline tools without GUI (hey were are living in 2003)
I would not even know how to use those tools.::-)

Do you want me to download them all to see if they can do tag editing..?

Had hoped someone knew a program that could it and tell me the name.

I have found that JetAudio can edit 1 by 1.
So I need a batch editor for .ogg files.

Hi,

Here's another for your collection:

Multi-file Ogg Vorbis Comment Editor/Encoder for Windows & Linux

WinVorbis & Vorbix are free graphical front-ends for VorbisComment,
OggEnc, OggDec, and VorbisGain.

WinVorbis v1.51 for Windows -

Vorbix v1.40 Linux binary

Commandline tools without GUI

Why not ? It is indeed easier than a bloated GUI...
Anyway, I told you higher that it was editable in Winamp
so you have a nice GUI then like No more Mr Nice GUI :)
(hey were are living in 2003)

So what ? I still use a hammer for driving nails
I don't go to the mart and buy a caterpillar ;-P)
I would not even know how to use those tools.::-)

Well, maybe just try and then you'll know if you know ;-)

Do you want me to download them all to see if they can do tag
editing..?

Not necessarily, maybe just reading the short descriptions
would help you to tune the crystal ball :)
Though I admit the "short" is really "short" :)
Had hoped someone knew a program that could it and tell me the
name.

Well again, there IS Winamp !-P)

You have a batch editor : finger typing in your fav pad !-)

OK. No fuss in here pal; just use Winamp and be happy
or try the CLI, I guess you may like it in the end :-)
