Is it possible to have a page in a subweb automatically
listed in the parent
web table of contents? If so, how does one do this?

from what I understand the toc is contained within subwebs (won't go outside
the sub), you could simply type your link onto the page where you're putting
the table of contents, then insert the toc below it. I don't think anyone
will notice ;-)

I looked around and tried a few things but it doesn't
seem to work. I have the subweb page in the same
catagory that the toc is looking for. I added the
external link to the home page with no fix and then the
nav tree with no fix.

There is no "automatic" way to do this. Subwebs are completely independent
webs under a root web or another subweb and do not share content between
webs.
