Table/cell background image function greyed out

For some reason, when I try to add a background image to a table or cell,
the function is greyed out.

Ive used this function alot and never seen this - why cant I add a
background?

Have you applies a Theme to your site or do you have browse compatibility set to include NS 4
browser or older, is yes, set to custom.
