Table - Allow row to break

Word 2003 SP1

Problem: "Allow row to break" does not work as expected.

I select a cell in a table.
I go to Table properties.
I make sure "Allow row to break" is unchecked.
The table still breaks across the page.


I select all the rows of the table.
I go to Format | Paragraph dialog.
I make sure "Keep with next" is checked.
The table does not breaks across the page.

What is the priority order?
Why doesn't "Allow row to break" control the table?

"Allow row to break" controls only what happens within a specific row, not

Assume Format | Paragraph dialog "Keep with next" is unchecked for all rows
of table.
Select all the rows.
Go to Table properties.
Uncheck "Allow row to break"
The table still breaks across the page.

One would think the Table property would override the Paragraph dialog.
It appears "Allow row to break" has no effect.
It appears the Format | Paragraph dialog "Keep with next" is what matters.
Is this a correct assumption?

I don't understand whether you are trying to keep the table on one page or
let it break, but it sounds to me as if you're doing the opposite of what is
required. If you want to keep the table together, you must disable "Allow
row to break" (for all rows) and set "Keep with next" (for all rows except
the last).

If you want to allow the table to break anywhere, you must enable "Allow row
to break" (for all rows) and make sure that no row is formatted as "Keep
with next."

If you want to allow the table to break between but not within rows, then
disable "Allow rows to break" and make sure that no row is formatted as
"Keep with next."

It is not an issue of one of these settings trumping the other; they control
different things.

Your answer clarified the distinction between breaking within
a row vs. between rows. This was the clarification I was looking
