TAB KEY

When I am in IE 6.0 and I press the tab key to go to a
different field it takes me instead to an open program on
my PC
 
Sounds like the Alt key is stuck on your keyboard. Alt+tab is supposed to
take you to another open application.
Keyboards are cheap, try another keyboard.
