When I am in IE 6.0 and press the tab key instead of going
to the next line it takes me to a open program

Its not supposed to take you to the next line.
Quote from IE's built-in Help for topic, TAB key:
"Move forward through
the items on a Web
page, the Address bar,
and the Links bar."

"Next line" is not a Web page item. "Items" refer to browser bars, form
elements, and hyperlinks. Also, the above is true ONLY if the window/frame
already has focus.
