Since Alt+Tab is the standard Windows shortcut for switching among open
windows, it sounds as though your Alt key might be stuck. If you can, try
swapping keyboards with a friend -- if the problem follows the keyboard,
then that's the cause.
Keyboards are now so cheap to replace that it hardly pays to try to clean
one.
