T61 cpu frequency problem

My ThinkPad T61 's cpu is T7500
Since I bought is, it's frequency is not 2.2G(11x200) but always
1.2G(6x200),voltage is 1.0v
I have tried to set power management in both Bios and system,but that
doesn't work.
doubule core patch is also installed.
OS is windows xp sp2,dirvers are downlanded single on IBM website, a lot of
drivers.

Added to the efforts you already have done, you might get some ideas from a
related Microsoft article “Computers that are running Windows XP Service Pack
2 and that are equipped with multiple processors that support processor power
management features may experience decreased performanceâ€:

Apart from that would I think this really is a warranty issue, provided:
1. The problem apparently is a†Since I bought is†lasting one;
2. The ThinkPad is an OEM purchase;
3. The RAM size is in accordance with requirement for the double core
processor (from time of purchase);
4. No changes / modifications of software (OS etc) and hardware have taken
place;
5. The ThinkPad was purchased with warranty which still is valid.

I have tried all the method I can try, disappointment.
But I found the points below in vista and xp
1. Power Management can speed down the cpu but by max performance is still
1.2G
2,In safemode cpu is 2.2G and works as fast as I suppose.

If I understand your post correctly, have you now stated that the CPU speed
is in accordance with spec. running safemode. That COULD indicate a problem
with drivers, devices, software conflicts etc. Then may be the Microsoft
article "How to configure Windows XP to start in a "clean boot" state",

may be helpful, as it advices on how configure Microsoft Windows XP to start
by using a minimal set of drivers and startup programs, like the safemode. By
this tool you hopefully can pin down / verify the driver, device or whatever
is causing the slowdown of the CPU.

Don't forget to do a System Restore before the "clean boot".

I found the reason,the battery.
I didn't put it on note.
It's a little strange.I think
Is that normal?

I don't think its normal in the sense that the CPU speed apparently is the
only symptom observed, as reduced capacity / faulty battery mostly causes
other symptoms to appear. However can it (now) be explained with increased
load when not in safemode, thus reducing the power for the CPU and the CPU
throttling down as a preventive, programmed mean.

Yeah , I agree your opinion, In normal mode maybe some power management app
is started up.
According to the hardware design ,some of the note PC is controled to low
speed.

But I don't think that is necessary, and hope it to be improved.
