Sysvol not shared on infrastructure master

I am upgrading the schema getting ready to migrate to 2003 server but have
problems with File replication of the Sysvol folder.

The sysvol is not shared on the infrastructure master. I have attempted to
share the folder via the registry by amending the following:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Netlogon\Parameters

Double-click the SysvolReady value, and change the data value from 0 to 1.
Shutdown and restart the domain controller.

This value was already set so I changed it, rebooted, changed it back again
and rebooted again but the sysvol folder still does not share.

If I use regedit I can see the values such as sysvolready, but if i use
regedt32 I cannot. If I attempt to add the values using regedt32 it will not
let me but gives an error saying the keys exist already. If I search for
values in regedt32 it does not find them either.

I have already run the adprep /forestprep successfully on the infrastructure
master but the forest wide schema updates cannot replicate out to the other
DC's, what are my options? Can I run DCPromo on the Infrastructure master
and pass the infrastructure role back to another DC or will the fact that I
have updated the schema cause problems as it has not replicated?
