systray icon for internet connection sticks

Hello,
I upgraded from Win98SE to Win2kSP4. Since the upgrade I
have two persistent problems:

1. If I get dropped/bumped by my ISP, the tray icon for
the connection stays and wont close (clicking on it yields
no response) The only way that I've found to clear it and
reconnect is to do a reboot. I can disconnect and
reconnect normally if I initiate the disconnection.

2. Probably related to #1. When I do a restart/shutdown
as in the above situation, Windows stops at "saving you
settings" and won't shut down any further. This occurs
whenever I have made a connection to the internet. If I
don't make a connection, everything shuts down/restarts
normally.

I've done thorough scandisks with no errors

Yes, all of the drivers were completely uninstalled and
reinstalled with the Win2K versions.
