System's time being read as four hours off

I recently noticed a problem with my computer's time of day.
Both my BIOS and the system time are the same and read right,
but two of my applications tell me the time is really four
hours ahead.

1. My ATI All-In-Wonder thinks I'm four hours ahead whenever
the current TV program is displayed in the TV mode. Trying
to use the TV recorder results in the recorded mode being
off by four hours.

2. Printing a webpage shows the time ahead by four hours at
the bottom of the printed page.

I'm sure I'll find more things off by four hours as I go along.

Hope someone has seen this before and has the answer.
 

Wish it were that easy. The time zone is set to my local area, and
turning off daylight savings time just makes my clock shift to one
hour earlier, and the same four hour offset is still there. I even
sent a message to myself to see what the date/time was, and it was
the same as the system clock.
 
It would appear that you are getting some kind of "time" setting/signal
from the "tv" connection. Turn that off or correct the timezone "it"
thinks you are at and you will have solved it.
