systems do not appear in network neighborhood

For some reason about 20 systems out of 800 don't show in network
neighborhood. I have been unable to diagnose why. However 1 system did not
have the RPC service running. The same is not true for the others. Is
anyone else experincing this issue? Any input would be great.

Check to make sure NetBios is enabled.
