System32 window opens at startup

Recently, the System32 window opens every time at
startup. Also, an error message opens and says that
rpphkv.exe is having a problem and must shut down. I can
close both windows and proceed. But, I would like to fix
or eliminate this problem. Any help would be appreciated.
