System32 window opens at logon

On a Windows 2000 Citrix Server, a window opens to the
system 32 folder contents when users logon for the first
time, and only the first time unless we delete the
profile, then it happens again at the first logon. We've
tried the registry suggestions from article Q170086, but
no difference. We're all stumped.

Any suggestions?
