system32 locked out

I am running win2000 server. The folder system32 has had the security set so
that noone has access to it. Now the system will not boot and I have no
access to the system.
Any ideas?
 
Will the server boot into safe mode (F8). You may be able
to run the cacls.exe from a command prompt here to set
the permissions back.
