system32\hal.dll is missing

I have an acer laptop with windows Xp SP2 installed. The windows program is
incorporated into another disk, which only wants to format the hard drive.
Is there anyway to fix this problem without using the windows system disk. I
can also get into DOS if this helps in any way.
 
The hal.dll error is sometimes related to the boot.ini file!!

Download XP Boot disk files and make a floppy disk.
boot from it and let me know what happens!!

I can't fix it that way as I don't have a floppy disk drive on my laptop. Is
there anyother way to fix this just using a cd (I have a cd writer on my
desktop).

I have this problem, but mine is as follows. I got the hal.dll missing
message and ha to boot from the CD and somehow was able to create my same
login with all the functionality, but the USB ports don't work for my mp3
player or my majicjack, but do for my scanner and webcam (figure that). (What
it did was boot to the cd, go through loading all the different drivers and
do something with the partition and create a \windows.0 bootup.

When I boot, the default doesn't allow me to expand the hal.dll because it
just immediately goes to the missing hal.dll message. I can't figure
out....as the administrator to the system, if there is a way to expand the
hal.dll into another directory to fix the problem.

My other issue, is my windows OEM legit cd does not seem to give me the
Restore or Repair option.

Any ideas. I wonder if I should just buy a new xp cd that I confirm with the
seller has a repair option. This might save me a lot of time and problems.
