system32 folder file removal

How do I remove a file from the system32 folder without it automatically
coming back?

Delete it from \system32\dllcache first.

This is a normal system file.
Why are you trying to remove it?

Glad to see the site's back up.
I am installing a program which throws the following error message:
Error 1931. The windows Installer service cannot update the system file
C:\WINNT\system32\ntvdm.exe because the file is protected by Windows. You
may need to update your operating system for this program to work correctly.
