System won't read CD-ROM

A few days ago, my CD-ROM and CD-R/RW drives stopped
reading a disc. The power works on them, because they
open and close fine, but just won't read a disc. I tried
to unistall and reinstall them and unplug them and replug
them but nothing worked. The Device Manager had a
yellow "!" sign next to each drive and the properties
said "Windows successfully loaded the device driver for
this hardware but cannot find the hardware device. (Code
41)".

So I thought since they were old devices that they were
just broke, so I bought a new DVD-ROM drive and a new CD-R-
RW drive and installed them, well the same thing happens;
the power works, but they won't read a disc. The device
manager has a yellow "!" sign next to each drive and has
the same message. I don't know if a wire has went bad or
if I have a bug, virus, etc. Can anyone help me with this
problem. I would be greatly appreciative of some advice.

41 Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41) A driver was loaded but Windows cannot find the device. This happens when Windows does not detect a non-Plug and Play device.

If the device was removed, uninstall the driver, install the device, and then click Scan for hardware changes to reinstall the driver. If the hardware was not removed, obtain a new or updated driver for the device.

If the device is a non-Plug and Play device, a newer version of the driver might be needed. To install non-Plug and Play devices, use the Add Hardware wizard. Click Performance and Maintenance on Control Panel, click System, and on the Hardware tab, click Add Hardware Wizard.

On the General Properties tab of the device, click Troubleshoot to start the troubleshooting wizard.
