System won't PowerOff after Shutdown any more

Until recently my Windows 2000 Professional SP4 system
used to power off after shutdown. Now it no longer does
so. When I select Shutdown I hear the discs spinning down
but the fan and screen stay on.

Famous last words, but... I swear I haven't changed any
settings or loaded any software which could have caused
this behaviour.

HKLM\Sofware\Microsoft\WindowsNT\CureentVersion\Winlogon\Po
werdownaftershutdown in the registry is set to "1".

I've even replaced C:\WINNT\SYSTEM32\HAL.DLL with a copy
from another machine which works ok and still no
improvement.

Strange thing is: After making the above changes, each
time it worked for one shutdown request, making me think
I'd fixed it, but then went back to not working.

Does anyone have an idea what could have happened and how
I can fix it? Or even any idea what else I might try?

Open Device Manager and ensure the system uses ACPI HAL, and there is no
question signs including the hidden devices. Run 'sfc /scannow'.

Not don't know what you mean by ACPI HAL.

I don't have any ? on any devices - hidden or otherwise -
in Device Manager

I ran the sfc command and it seemed to touch a number of
DLL modules (1428 to be exact) but the problem is no
better.

However - I note that the shutdown/poweroff process is
working fine UNTIL I start Internet Explorer. As soon as I
start IE, the poweroff no longer works.

I'm running Win2k Pro SP4 and IE Version 6.02800.1106 (SP1
plus Q832894).
Open Device Manager and ensure the system uses ACPI HAL, and there is no
question signs including the hidden devices.
Run 'sfc /scannow'.
