System Variable Permission

I have a Windows 2000 domain setup and all users that logon to the system are member of the Power Users Group. I need to have some users be able to change the System Environment Variables. Which group, other than local administrator, can I add the user so that they can change the system variables? Are there policy settings that I can use without adding the user to a group? Thanks
 
I haven't tried this but you should be able to modify the permissions on the
registry entry that holds the system environment variable. I would recommend
creating a group and giving that group write access to the reg key and then
add the user to the group.
