System Unable To Start

I have a system that when I power it up, it goes into a prompt asking
if I want to boot into Safe Mode, Safe Mode with Networking, Safe Mode
with Command Prompt, Last Known Configuration, or Windows Normally. I
have chosen each option and the Windows logo comes up with the moving
task bar below, then the monitor goes blank, and the system reboots.

I can't get past this screen, and I've tried hitting F2 to enter the
bios and try to boot from the Windows XP cd to do the recovery prompt
but it won't let me. Has anyone seen this before? If so how to get
around it or fix it.

Are you sure F2 is the correct key? We have some machines here where
the splash key says F2 for setup when in reality it is the Delete key.
Also some BIOS's boot very quickly, try tapping the F2 or Delete key
rapidly as soon as you turn the machine on.
 
So Jim, what did you do and did it work That same thing is happening to one
of my older computers running WinXP Home. It was fine yeterday..today if I
leave it on it will restart all day long. And now it doesn't present Safe
Mode at all -- just tries to start Windows -- unsuccesfully.
If anyone has any suggestionss I'd love to hear.
