system tray icons won't autohide

The double arrows to the left of the system tray icons
(also called the notification area) have disappeared from
my task bar. All icons are now visible even if they are
not in use. I have checked that the task bar properites
are still set to "notification area - hide inactive
icons" I have also gone into the customization of this
setting and confirmed that all icons are set to "hide
when inactive".

How do I get the double arrows that expand/hide the tray
icons back onto the task bar?
