system startup configuration tool

I recently watched a Microsoft web presentation re: security. They used a MS
utility that is much more robust than msconfig. I can not remember the name
of it any help would be appreciated.

The System Configuration Utility (msconfig) has nothing to do with
security. Perhaps you are thinking of one of the Sysinternals programs:
