system restore

my pc just crashed - cannot restart unless in safe mode - system restore has
been turned off somehow and cannot be turned on while in safe mode.

Can I reset remotely using my laptop?

I don't know what you mean by "reset remotely". You need to fix whatever
went wrong with your computer and you can't do it remotely. You haven't
provided enough information to give you focused troubleshooting. Saying "pc
just crashed" isn't descriptive.
