System Restore

Perhaps a virus restored my system, tried to go back to a restore point, am
getting a message "can not restore to this point". I've read I can turn off
the "restore" point (emptying the restore points), run a virus scan and/or
mal-ware program, then turn it on again. Question is what if the virus goes
undetected, or is lodged in the registry and reinitiates... how can I assure
myself of a "safe" environment?
