System Restore

I am having a problem with internet speed and my ISP
asked me to use system restore to revert to an earlier
installation. When I try to use this I am informed by
Windows that I cannot go back to an earlier setup. I have
tried several earlier dates but the answer is always the
same.

Could you tell me what is wrong and how do I solve the
problem?
