System restore wont!

My win XP PRO system restore wont work. It is turned on,
It saves the requested restore point, But when I try to
do a restore, it goes through the movements, then
reboots. Next I get a message that no changes were made.
Please choose another restore point if needed. Well I do
choose another point and I get the exact same message.
What gives?

This is usually an indication that the SR data store is corrupted. The fix
is to turn off System Restore, reboot and turn it on. This will lose all
your restore points but they are useless to you at the moment anyway.

Open Control Panel, open System, go to the System Restore tab, place a check
in the box next to "Turn off System Restore on all drives" and click apply
and ok. Reboot, return to the above, remove the check, click apply and ok.
Reboot, then manually create a restore point and see if it works.
