System Restore Settings in Control Panel is Gone

I have a big problem. I turned off the System Restore to run a virus/malware
scan. Afterwards I went to turn it back on and it would not let me. That was
2 days ago, I went back today to try turning it back on after rebooting by
clicking on Control Panel then System to get into System Properties. The tab
there that lets you turn on or off the System Restore is completely missing.
Tried turning it back on manually using RegEditor but it wont let me do it.
Strange thing is that the tab in Programs, Accessories, System Tools to run a
System Restore is still there, just cant turn it back on again. What can I do?

Thanks for the link, but have already been there. It is great for turning on
or off the System Restore Options or running a Restore but does not tell what
to do if the System Restore Properties is completely Missing as if it had
never been a part of Windows XP.
