System Restore Service running but ...

I wanted to turn System Restore off to perform a virus scan and then turn it
on again.
Problem is that although the system shows System Restore running, I cant get
a tab to turn it off or on. I tried under Safe Mode but no difference.
If I go the START>PROGRAMS>ACCESSORIES>SYSTEM TOOLS>RESTORE way, when I
click on the System Restore the system does not react.
How can I bring back the System Restore tab or even to get System Restore
program to run?

Why?

Disabling/re-enabling System Restore removes (deletes) ALL Restore Points.
You may wanna to this after getting the machine cleaned-up but I wouldn't do
so now: Better a leaky life-boat than no life-boat at all!

In fact, your System Restore behavior may be a symptom of the infections!

Please do NOT turn off Restore Point for ANY reason unless you
are sure that you want to DELETE /ALL/ existing RPs and start
fresh. In your query, I strongly suggest you leave existings RPs,
including System Checkpoints, in place while you do whatever
malware scans you want to. If you do discover you've been
infected, then try rolling your system back, 1, 2, 5 ... days and
rescan for malware.

I would suggest that you be very conservative when rolling your
system back. You will NOT lose any personal data files, RPs only
restore system information, but you might/would lose any
customizations you've done, new software you've
installed/deinstalled, etc.

I appreciate all the warnings about not turning System Restore OFF.
Regardless if I have justification or not, it is still a problem that I
cannot get to the System Restore utility, from any source at all. This is
dangerous and I would feel better if I could at least have the option.
 
Resolve your hijackware/Trojan infections and you should find System Restore
fully functional again.

It will help you to both identify and remove any hijackware/spyware with

You CAN turn RP off at any time you choose, it just isn't a good
idea. I am curious, though, why you think it is dangerous.
