System Restore, ?Run from MS DOS?

Can Windows XP Home Ed.'s 'System Restore' be run from
DOS? If so, how? I upgraded Win98se (still FAT32);
problem is 2/3 of the time it hangs on boot at the
Windows XP logo--won't complete booting up. Now I can't
boot to safe mode--nor can I reinstall WinXP--it won't
complete re-install--I'm stuck in limbo! Help! Mousey

can you not get to safe mode by pressing the delete
button when you start up? do this when you see the Dos
bit at the start

WinXP doesn't have DOS.
