System Restore reports "No changes have been made"

I cannot get system restore to work. It is enabled and I
have plenty of free space. I have tried various restore
points as well as doing it in safe mode. I get a failed
message as well as "no changes have been made to your
computer".

Can anyone help?
 
There may be corrupted data in system Restore.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes ALL Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.

hope I'll have them from now on. I appreciate your
