System Restore problems

I'm trying to do a system restore and it will run through all the steps and restart, but when it starts up, I get a message saying "Restoration Incomplete. System restore was unable to restore to the specified point. No changes have been made to your computer." I've tried about 5 times and all different points. Can anyone tell me what I'm doing wrong?

There may be corrupted data in system Restore.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes ALL Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.

I suggest turning off system restore (Open System in Control Panel
Boot to safe mode (F8 during bootup
Delete the "System Volumn Information" folders on each local drive. Empty tras
Reboot, and re-enable system restor
Create a new restore point
