system restore is not working correctly

Very novice user. Had my computer "wiped clean" and XP Pro reinstalled.
Now, restore points are being set, but they won't work. Says no changes have
been made, even though I've installed software. I've tried stopping and
restarting the service, but that didn't work. I found some info in MS
Knowledge Base that indicated files in the System Volume Info folder might be
corrupt and that I should rename the folder, but when I tried it, I got an
"access denied" message. Could someone please help? Thanks.

Hi,

The majority of the time this is caused by a corrupt restore point.
Turning System Restore off then on again will purges all existing
restore points, and creates one new one.

Try running System Restore from Safe Mode.
Restart your computer, and then press F8 during the initial startup to
start your computer in Safe Mode.

Log on to your computer with an administrator account or with an account
that has administrator credentials.
In Safe Mode type or paste the following command in the Start - Run box
then press Enter.

%systemroot%\system32\restore\rstrui.exe

There are also other possibilities that can cause this to happen. The
following pages have some troubleshooting steps to take.

This may be a very late posted reply, but your recommendation to try the
Symantec site for the possible root problem with the inability to restore was
the solution...thanks a million! I turned off the protection for Norton
products as mentioned on their site and the restore function worked perfectly.
