system restore has ate up my free space

i have had to use system restore and have managed to go from 2% up to 17%.
after degragment report says "my documents/downloads plus system restore
files will not degragment. i cannot get into safe mode to system clean up or
check for viruses. my logg off has no drop down list it goes straight to log
off or restart

First of all, there is no need to defrayment the (SVI) System Volume Information
folder where the restore points are stored..

How much disk space is System Restore set to use?
How to Adjust the amount of disk space System Restore uses to hold restore
