System restore doesn't work

Hi
I have just reinstalled Windows Home Edition on my Dell Dimension 5100.
System Restore is there, and it indicates restore points, but when I try
to restore to one of them, ANY OF THEM, it finishes by saying "Windows was
unable to restore to that date". It doesn't matter which date or time....it
is unable to restore.
Any ideas, anyone?

If he reinstalled XP with a "clean" install and format, all previous
restore points are also gone.
