System Restore asking me to debug

On the home page of system restore, when I try to change my system restore settings by clicking on the link to "System Restore Settings", a dialog box asks me to debug, and will go no further in the direction of settings. The exact text i
"A runtime error has occurred. Do you wish to debug
Line: 9
Error: the specified module could not be found.
If I click on the "Help" link at the top, I get a similar message, error number 102
I have had this problem with other windows utilities that use the same interface (I think it looks a little like HTML). I have had a whole of trouble with system restore and nVidia drivers, and I have also noticed that system restore has been deleting documents written since the last restore, even if they were created in notepad or something. This is really more of a nuisance than anything else, and I can see how it could be a security patch that needs patching or something, but I want to know it's at least a confirmed side effect or something.
 
try going into the control panel internet option and disabling script error
notification under the advanced tab, although this is usually associated
with script errors on web pages.
