Your sister needs a better "computer repair man"--one who knows
what he's talking about.

First of all, the "System Resources" that he's referring to
described a structure that existed in Windows 95, 98, and Me. It
doesn't even exist in Windows XP.

Second, even if he were talking about Windows 95, 98, or Me, the
statement is nonsense. There's no number that it *should* be.

That is a measure that applied in Windows98 and ME and has no meaning in
XP, which does not use the data structure concerned. And it was bad
advice anyway
