system reboots after shut down

I installed a new video card. Now the system reboots after
you shut down. I uninstalled the card and driver and
reinstalled using the latest drivers. I have several
divices on IRQ 11. (printer(usb), video, and ethernet card)
I was wondering whether there might possibly not be enough
of a time interval for all of these devices to respond to
the shut down sequence?

I would appreciate any input.
 
There are several reasons why this behavior can occur. It's possible that
your machine is actually bluescreening really quickly if your computer is
set to Automatically Restart (see).

1. Right-click My Computer, and then click Properties.

2. On the Advanced tab, click Settings under "Startup and Recovery".

3. Click to clear the "Automatically restart" check box under "System
failure", and then click OK. The error message on a blue screen should
remain on the screen so you can record the error information.
